Note that a schematic of the condensor can be found at http://en.wikipedia.org/wiki/Surface_condenser The condensor is basically a heat exchanger; it turns the water vapor from the outlet of the steam motor/turbine back to water.
The water store with imbedded continuous filtering is basically a treatment pond with the water basin right next to it. This basin continuously overflows into the treatment pond; and the water of this pond is constantly repumped into the water basin. A closed container and seperate filter (consisting of low cost water filter and treatment pond) works just as well, and is even more efficient/less costly, but the advantage the basin would give is the fact that it provides an extra feature: a place to swim (with the water being freshwater rather than saltwater). An extra skimmer should be added in a square around the basin, with the skimmer operating on a seperate watercircuit leading directly to the treatment pond; this makes sure no filth from the people (skin peels, ...) swimming in it can pass trough to the piping to the buildings.
