In US/1st world scenarios where an inner city is taken out/attacked and ring suburbs are outside the problem zone such as a nuclear/radiological device, one simple source of machine shop space is Home Depot/Menards/Lowes etc. They already have saws set up to cut panels for customers, have plenty of stock to set up more inside and outside in large parking lots, have access to generators in case of power problems (again in stock) and are part of regional or national chains which can be negotiated with relatively easily to set up agreements in advance. They have advanced supply chain management tools already in place as well.
These chains would also be good places for site recruitment. They have plenty of space for a wall ad at the entrances and the population that uses these stores is self-selecting to be near ideal for the purpose, homeowners who care. The chains also have card activation equipment on site for their own operations so 'strays' who have lost their cards (perhaps the disaster caught them away from home where their 'go bags' with card were) can get another one linked to their account.
