I would like to create a navbar on a page at Appropedia, exactly like the navbar that appears at the top of the Community Portal page at Wikipedia, at the link below.

are there any active editors at appropedia, who also edit wikipedia regularly? If so, I would imagine that they would be able to help me with this question more easily. could you please let me know? thanks.
