As clear from the graph, a vehicle (i.e. car) that hence has a 74 HP engine is capable of reaching 193 km/h, and a same vehicle fitted with only a 7 HP engine (such low-power engines are often installed in microcars and quadricycles) will (only) be able to attain 88 km/h. However the first vehicle does use 10x more power (and thus cost you 10x more in fuel costs for that trip) whereas it can only go/deliver you to your destination 2x faster.
Besides lower energy costs, the lower energy consumption also seems to be of use to vehicles that are electrified, as lower power consumption means more distance can be travelled (capacities of batteries are still low compared to the energy comprised in fuel tanks).
