The PURPOSE of the portal is to facilitate improved non-pharmacological preventive measures, so that they can be used in mitigation (moving from many cases to few), elimination (moving from few to none), control (monitoring for reentry or change), and restoration (regaining control if lost) strategies.
The INGREDIENTS are the measures (classified; listed - there are a total of 15 or 20, depending on how much detail we use; described) and the strategies (classified, listed, described).
The improvement PROCEDURE is to describe each measure, look at its flaws, improve its design, and propose a list of practical actions to advance improvement in the real world.
