How bad are they really?

Some commentators argue that plastic bags are not as bad as portrayed - is this true?[expansion needed]

It seems likely that it would at least partly depend on location. In flood-prone cities like Dakha & Jakarta, where drains can be blocked by rubbish, the immediate impacts might be quite serious.
