Tie a string around the bottle at the point you want to cut it. Place the bottle with the knot down. Saturate the string with a flammable liquid such as alcohol or oil. Light the knot and wait until the string is entirely consumed. Give a few little taps on the string line and the bottle should break neatly along that line. Use wet/dry emery paper to finish the edge.
