A schematic of a solar power tower. The solar power tower uses a steam turbine as a steam engine. The schematic was based on an image at http://www.abengoasolar.com/corp/export/sites/solar/resources/pdf/en/PS10.pdf ,as well as on an image at http://en.wikipedia.org/wiki/File:Locomotive_fire_tube_boiler_schematic.png Note that the "boiler tubes" in this schematic are actually not pipes; rather they are solid metal rods. Such heat exchanger rods could potentially be produced in large quantities and at a low cost, since they can also used in the production of (smokestackless) fireboxes; see https://www.appropedia.org/AT_CAD_Team Note also that in this schematic, the steam engine + electricity generator are placed within the tower, this reduces the length of steam oulet/inlet pipe and thus increases efficiency.
