This allows new sections to be added on any pages where comments are invited, not just on talk pages.

An alternative would be to just use {{FULLPAGENAME}}&action=edit§ion=new and let the user choose the display text and add the double brackets - but that would be more confusing.
Another option is to use the "magic word" __NEWSECTIONLINK__ somewhere on the page. That adds the new section tab ("+") at the top of the page, whereas this template adds a link within the page, wherever the template is placed. Apart from that, clicking the tab or the link functions in the same way.
