Every file page now has a section Links - and Where Is The Page I Was Looking For?[1] which makes this template less needed.
We're also using imagemaps on all "highlighted page" templates so this is more of a problem with images formatted in the regular way.
[edit] Usage
To be placed on images that might be confused by users, thinking they should link to an article.
Use a link to the article or articles (including the [[ ]]) that the user might be looking for, as the argument for the template:
{{explain image link|[[Water]]}}
produces:
