Similar to {{!}} replacing |. Both enable an otherwise forbidden character (a character that will be misinterpreted) to be used within certain contexts.
The {{equal sign}} is needed in place of an equal sign within a parameter (e.g. a url) in a template. However it seems not to be needed when a named parameter is used, e.g. "url=" - like in {{attrib bloodandmilk}}.
