Nice start. Please break the background section up a little and provide more background on CCAT, Cal Poly Humboldt, your team, the semester, etc. Make sure to include some images.
In addition, link to CCAT early on in the background.

This is a good start but needs some editing. The first few paragraphs especially should be free of grammatical and spelling errors. This is the first impression your reader gets of you and you want it to be good. Please re-read your first few paragraphs out loud and check for errors or strange wording. I would recommend adding a section on materials. You guys will have to make decisions on what types of pipes and tanks to use and you want to know the pros and cons of your options. Also, check your literature review and make sure there are no options or your project specifics in it. The literature review should be unbiased background information.

Hello Team, Your criteria is pretty good. Your budget criteria should be cost. Instead of functionality I would suggest effectiveness. Your constraints should also state whether more or less is better, for example for cost less is better.
