See the Sneakernet article on the One Laptop Per Child website about setting up an email system between schools carrying messages by hand on USB Flash Drives. The network of schools can link up with a place with internet access, so that any school on the Sneakernet network can pass emails and file-attachments to from the internet. USB Flash Drives are cheap (about 3 US dollars in 2007) or available by donation.

Any type of email network allows schools/villages to communicate and receive information, web-pages and electronic books from the internet.

See the Internet article on the One Laptop Per Child website for other internet-access options (delivering files by Wi-Fi enabled motorbike, broadcasting files by radio, embedding files in music radio signals and receiving it on a radio + computer, etc).
