Less developed communities   

While terms such as "Less Developed Countries" or "Least Economically Developed Countries" are common in [[international development literature, the variation in development levels is not simply by country.

So while some less developed "communities" are countries, others are populations within a country - often ofa particular ethnic group, and often an indigenous people.
